INCENTIVE/FIT: Octavia's main incentive would be to bring her brother and Lincoln back safely from mount weather, but if the city representatives agreed upon her having a second incentive would also ask for the grounder/sky people alliance to hold strong. Bellamy and Lincoln would be her priority if it came to a choice, though.
As far as fit goes, Octavia shows no issues with the concept of consent. Despite being raised largely in isolation she displays a clear understanding of the concept, both in her romantic and platonic relationships. Not only does she demonstrate it in her positive interactions and when giving consent, but she also shows a clear understanding of her own boundaries, when she wants to say no she will and she would respect anyone else's decision to say as much as well.
